In his speech, in a choking voice, the CJI lamented that nothing is moving in the judiciary and arrears of the Courts have been mounting. About 50 per cent of the posts of the judges of the High Courts are vacant and there remains a tug-of-war between the Central Government and the state governments, as to who is responsible.
